Tax Decrease Approved in Chatham Township

The 2013 budget has a tax levy decrease of 3/10 of a cent per $100 of assessed value.

Four members of the Chatham Township Committee unanimously approved the 2013 municipal budget, which calls for a reduced local tax levy that will cut the average taxpayer's bill by $25.50. Mayor Nicole Hagner, Deputy Mayor Robert Gallop and Committee Members Kevin Sullivan and Bailey Brower, Jr. approved the budget. Committee Member Kathy Abbott was not present. Administrator Tom Ciccarone said the only change to the budget since his last presentation on Feb. 28 was a detailed allocation of $175,000 in emergency appropriations. He said he forgot to include the detail of where the funds would go when he submitted the budget to the state, and that all committee members now had the updated form. Skate Park Could Reopen in February

Township committee agreed to endorse fundraising efforts to come up with $15,000 for a special acrylic coating.

Chatham Township Administrator Tom Ciccarone said he has invited the township's insurance carrier to come inspect repairs made to the Chatham Skate Park in hopes the carrier will allow the park to reopen by Friday, Feb. 8. "I don't see any reason why they wouldn't allow it to reopen, since we've fixed the problems that made it close in the first place," Ciccarone said. Repairs were made by the township's Department of Public Works using material already in the township's possessions. The only cost to the township was for the personnel, Ciccarone said. Township Adopts Colony Pool Jr. Tennis Memberships

Membership applies to children between the ages of 6 and 17 who want to participate in tennis at Colony Pool & Tennis Club.

The Chatham Township Committee voted with one abstention Thursday to amend the membership fees at Colony Pool and Tennis Club by allowing out-of-town minors to join the junior tennis teams. Under the amended ordinance which governs membership fees to Colony, children between the ages of 6 and 17 years who do not reside in the township will be able to join the club as members of the junior tennis club for $50, with an additional out-of-town fee of $50. The committee had a brief debate over the legality of allowing minors to join without their families. "Without getting into a legal box, can you grant a minor permission [to join]?" Without Proper Approval, Phone Purchase Voided

The order for more than $63K has been revoked, township administrator says.

Chatham Township Administrator Tom Ciccarone said by email Friday that he had "erred" in authorizing a purchase order for $63,661.46 without approval of the Township Committee. The purchase order was for a new phone system for the Chatham Township Municipal Building. The current phone system runs on an underground copper wire with no plastic conduit or waterproofing, which has been in place for more than 20 years. The current vendor is Data Network Solutions (DNS). Isaac Fajerman, the president of DNS, described the system as "residential" and not suited for business use, as well as ancient and outdated. Fact Checker. Ciccarone signed a $30,000 contract with Broadview and $63,000 with Hunter technologies. With other costs that about $100,000. The costs to chatham would increase by $100,000 over two years. the current vendor DNS prices are much lower. Shunpike Opening Delayed to Oct. 1

At least, committee members hope.

When the Chatham Township Committee met Thursday night, members reminded Adminstrator Tom Ciccarone of his last report on construction at Shunpike Field. "I know I said at our last meeting that it would be done by this meeting," Ciccarone said with a smile. Ciccarone did not know at that Aug. 18 meeting that an earthquake, a hurricane and near a week of rain would prevent Fredco from completing the project. "The weather isn't cooperating," Hagner said. "We weren't able to complete the remainder of the work." According to Committee Member Bill O'Connor, there is one field which needs sodding and a few other small tasks are outstanding. Committee Reduces Pool Rates for August

Test program would allow a price break for passes from mid-August through Labor Day.

Chatham Township residents who are either new to town or have not yet purchased a pass for Colony Pool will now be able to buy a partial pass for the remainder of the summer. During township committee's regular meeting Thursday night, the committee members voted to offer a reduced rate of $150 for township residents who want to purchase a pass from Aug. 13 through Labor Day. The change was suggested by Deputy Mayor Bob Gallop, who brought it up during his report from the pool committee meeting. He said the committee recommended the partial season pass option as a way of encouraging new residents to try the pool if they moved to the township after the pool season was underway.
