Chatham Township Committee approved the temporary cell tower at Esternay Field by a vote of 4-1.
A contract for a temporary cell tower was approved by the Chatham Township Committee by a vote of 4-1 at their Thursday meeting. "The contract is for two years," Attorney Carl Woodward said, with two possible six-month extensions. Because the field is part of the township's Open Space inventory, the state Department of Environmental Protection will not allow a cell tower to remain in the field for more than three years. The tower will be located in Esternay Field where a children's playground is currently located. As part of the contract, T-Mobile will replace the playground with new equipment when the tower is taken down. T-Mobile initially proposed and was the sole bidder for the tower. The Chatham Township Committee may discuss the possibility of putting a temporary cellular tower at Esternay Field when they meet Thursday. T-Mobile previously entered into an agreement with a resident of River Road to place their temporary cell tower on residential property, but the exact location was in a conservation easement. Neighbors objected vehemently at the committee's August meeting, and the Chatham Township Committee decided T-Mobile needed to find a different site. The Chatham Township Committee has a few conditions before they will agree to let T-Mobile put a temporary cell tower at Esternay Field.
Chatham Township Attorney said he believes T-Mobile has found an alternative site for their temporary cell tower. "They're looking at upper Esternay Field, by the power lines," Woodward said. "There's a small playground up there. It's graded and flat, it's a good location for this tower." T-Mobile, along with AT&T, have cell towers located on top of existing PSE&G utility towers within Chatham Township. During PSE&G's North Central Reliability Project, the mobile companies needed to find alternative temporary cell tower locations so their customers do not experience any loss of service in the area. Township Committee does not take action on proposal to build on River Road private property.
The Chatham Township committee took no action during its Thursday meeting regarding T-Mobile’s proposal to build a temporary cell tower on a residential property, instead urging the company to find an alternative site. T-Mobile had received approval from the Zoning Board in July to construct a temporary tower on private property on 610 River Road for two years while the nearby PSE&G tower where T-Mobile’s antenna currently sits is renovated through PSE&G's North Central Reliability Project. This is the final of the three towers T-Mobile is requesting as part of this process. Chatham Township Board of Adjustment has granted a variance for the temporary tower on residential property.
The Chatham Township Committee is expected to discuss Thursday night whether to endorse a decision by the Zoning Board of Adjustment to permit a temporary cell tower on a residential property. T-Mobile applied to the Zoning Board for permission to install a tower along River Road in the township to provide service to customers during PSE&G's North Central Reliability Project. Existing T-Mobile towers sit on top of PSE&G towers, which will be removed for the utility company's upgrade project.
