Impact to average homeowner is $79.
Municipal taxes on the average Chatham Borough home will rise $79 under the terms of a $13.6 million budget introduced at Monday’s Borough Council meeting. The overall tax levy for municipal purposes, $7,540,389, will rise 1.72 percent, Business Administrator Robert Falzarano said, under the 2 percent state-mandated cap. The rest of the budget will be funded by other revenue, including income from leases, parking, fees and state aid. The annual municipal tax bill for a home assessed at about $600,000 will rise from $3,449 to $3,528, Falzarano said. The Chatham Borough Council's first meeting of 2013 will include a discussion of a potential shared construction office between Madison and Chatham, and establish an Overnight Parking Advisory Committee.
The Chatham Borough Council will reconvene for their reorganization Monday, their first meeting in the new year. Mayor Bruce Harris will give his annual address, which will recapture the old year and look forward into 2013. Besides the annual address from Harris, Councilmen Len Resto and John Holman will be sworn in for their second terms on the council. Both were recently re-elected to the council. A regular meeting will follow the reorganization meeting. Information Technology Services, a Sergeant Zone Plan for the Chatham Borough Police Department and a shared service between Madison and Chatham for the construction office are among the discussion items on the regular agenda. Construction department's potential move to Madison met with criticism from residents.
A proposed move to share services with Madison's Construction and Land Use Department would lay off Chatham Borough employees and send residents to Madison to obtain permits. Maria Maramonte, who works as a technical assistant in the borough's Construction and Land Use Department, said she thought the move would be "an injustice to residents" and she hoped the borough would not move the service to Madison. "I feel this would be an inconvenience," she said, and as far as quality of service, would be of "no benefit for the residents of Chatham." Committee discusses shared municipal court, Shunpike Field.
The Chatham Township Committee introduced an ordinance Thursday night to create a second Local Access Channel through Comcast and moved forward on a shared services agreement with Chatham Borough, Madison and Harding Township to create a joint court. The committee will send a letter of intent to enter into shared services to the assignment judge for Morris County, who oversees all of the county's municipal courts. Once that's done, the committee can finally authorize the agreement, which should "significantly" cut costs for the township, according to Mayor Nicole Hagner. The officials opened construction on a new federally funded project at the facility.
The ceremony commemorating 100 years of shared services between Chatham Borough and Madison at their joint sewage treatment plant looked toward the plant's future as much as it celebrated its past. Chatham Borough Mayor Nelson Vaughan and Madison Mayor Mary-Anna Holden attended the groundbreaking ceremony for the Madison-Chatham Joint Meeting's federal stimulus-funded facilities' improvement project, as did council members and the facility's staff. The ceremony also celebrated the 100th anniversary of the joint sewer plant. The $3 million stimulus project will restore and upgrade the system and will create jobs.
