No Petitions Filed Yet in School Board Elections

Incumbents Nonnenmacher, Gilfillan and Franz said they intend to run for School District of the Chathams seats

The Board of Education of the School District of the Chathams approved a resolution Monday setting school board elections to take place from 2 to 9 p.m. Tuesday, April 16. Three seats are up for election this year, one representing Chatham Borough and two representing Chatham Township. Matthew Gilfillan and John Nonnenmacher currently hold the two seats representing the township. Phil Franz holds the seat from the borough, the same seat which was vacated by Stephen Barna in September. All three said they intend to run for re-election, but as of Monday, Business Administrator Peter Daquila said, "no petitions have been filed." District in 'Very Good Financial Position,' Auditor Says

For the fifth straight year, the School District of the Chathams has received a certificate for excellence in financial reporting.

The School District of the Chathams has received the Association of School Business Officials International’s (ASBO) Certificate of Excellence for Financial Reporting for the fifth consecutive year. Scott Clelland, of Wiss & Co. LLP, said Chatham is only one of about 20 districts statewide to receive the certificate during his presentation to the board of education Monday regarding his company’s audit for the district’s 2011-12 budget. Clelland said the official opinion of the district’s 2012 budget is “unqualified,” the highest level of opinion that can be placed on an audit. “This means the information provided to us was accurate and was sufficient to provide the work we need to do to give an opinion,” he said. Applicants Sought for Board of Education Vacancy

Two applicants have contacted the board so far.

Board of Education President Thomas K. Belding said the School District of the Chathams continues to seek interested residents from Chatham Borough to fill a vacant seat on the board. The vacancy was created by Stephen Barna, who submitted a letter of resignation on Friday, Sept. 14. Peter Daquila, the district's business administrator, said two applicants have come forward as of Thursday, both of whom are currently in interviews. When asked how many applicants he would like to have, Belding answered three to five. The term expires in April, with the opportunity to run for another three-year term in the 2013 school elections, also in April. New Boilers Delivered for Lafayette School

New floors, ceilings and other improvements throughout district schools will be ready for the start of school.

Parents and students are not the only ones who need to get ready for back to school. Each summer, the School District of the Chathams has routine maintenance and special facilities projects to complete before class begins. According to the district's business administrator, Peter Daquila, "summer projects are proceeding as scheduled," with several projects completed already. District-wide, each school will be fitted with a new security system, including security cameras and electronic card-access for the buildings. Installation on the system is ongoing throughout the school. Up to $2.9M School Surplus Goes to Capital Reserve

Surplus from 2011-12 school year to help pay for future capital improvements.

The capital reserve account for the School District of the Chathams will soon get an influx of cash. According to Business Administrator Peter Daquila, hundreds of thousands of dollars was budgeted into the district's 2011-12 budget that were not spent. The total surplus amount is not yet known, but the Board of Education already voted to transfer the funds to the capital reserve account. Daquila said he anticipates the district will have a surplus of up to $2,900,000 in "unanticipated excess current year revenue and/or unexpected appropriations" when the final close-out of accounts is performed. Thank you 028651 for clearing up the mystery of how Chatham public school students perform consistently better than the vast majority of other NJ (U.S.) students, and have done so for decades. BOE Saves Additional State Aid for 2012-13 Budget

Assistant Superintendent and Business Administrator say they know several districts taking a similar path.

The Board of Education of the School District of the Chathams took no action on an additional $517,006 in state aid awarded last week at their Monday night meeting. Board Member Matthew Gilfillan, the head of the Facilities and Finance Committee, along with Assistant Superintendent Michael LaSusa and new Business Administrator Peter Daquila, said that it would be better to put the additional aid toward the 2012-13 budget, since there was no guarantee of how much state aid the district could get next year. Gilfillan said that the Facilities and Finance Committee met just before the 7:30 p.m. board meeting and discussed "three different avenues" for using the money. District Finance Committee to Discuss State Aid

The committee will discuss how to utilize additional state aid in the budget.

The Joint Finance and Facilities Committee meets Monday evening before the 7:30 scheduled Board of Education meeting to discuss how to use the additional $517,006 in state aid given to the School District of the Chathams last week. Peter Daquila, the district's new business administrator, said Monday, "I anticipate that the district's plan for the traditional state aid will be reported at tonight's [Board of Education] meeting." The increase in aid came as part of an $850-million allocation plan for the 2012 fiscal year budget that was announced by Gov. Chris Christie’s administration on Tuesday.
