Energy provider vented in Livingston for the second time this week.
If you smelled natural gas Saturday, it likely was from a planned natural gas release in Livingston, police said. For the second time this week, Williams Transco vented natural gas in Livingston and caused a stink. The Saturday venting was scheduled for 8 a.m. to 6 p.m. on CIT Drive, the Morris County Office of Emergency Management said. "Residents should not be alarmed by odors of natural gas," Florham Park police said. Chatham residents called police on Saturday after smelling natural gas on the north side of the borough, Sgt. Daryle Kelly said. Orange-scented masking agent disbursed in areas of Hanover and Florham Park to hide natural gas smell from planned Williams/Transco release.
Something stunk in Florham Park Thursday, but residents should not fear the smelly air. High concentrations of natural gas were released into the air and affected areas in Hanover and Florham Park, and other surrounding towns, as a result of a planned release by Williams/Transco in Livingston, according to Morris County Office of Emergency Management Director Jeffrey Paul. "These high concentrations are creating local issues," Paul said in a message to all Morris County OEM coordinators, police officers, firefighters and CERT teams. "We have been in touch with our partners at [Public Service Electric and Gas] and although this is not a PSE&G issue, they are working with us to resolve the problem." Township Committee approved traffic changes near Colony Pool despite a tentative agreement to pave parking lot.
In what was described as potentially a short-term solution to parking shortages near Colony Pool, the Chatham Township Committee unanimously approved an ordinance making School Avenue one-way from Spring Street to Floral Street and permitting limited parking on Spring Street during the summers. The new law allows on-street parking on the west side of Spring Street from Lafayette Avenue to Dale Drive from the Saturday before Memorial Day, when Colony Pool opens, until Labor Day, when the pool closes. The ordinance will also allow parking along the north side of School Avenue from the intersection with School Avenue to 500 ft. east of that point, and will make School Avenue one-way going north, from Spring Street to Floral Street. Parking near Colony Pool was taken away when PSE&G revoked licensing agreements.
Chatham Borough was not the only town affected by PSE&G's decision to revoke all licensing agreements along their North Central Reliability Project. The gravel parking lot at School Avenue and Spring Street, commonly used for Colony Pool parking and overflow parking at Chatham High School, is no longer available to residents. According to Chatham Township Administrator Tom Ciccarone, PSE&G would only allow parking at the Colony Pool lot if the township paved the lot to the utility company's specifications, specifications which Ciccarone said were "cost-prohibitive." The committee meets for a public hearing and final adoption of the 2013 budget Thursday.
The Chatham Township Committee is expected to approve a 2013 municipal budget with a lower tax levy from last year when they meet Thursday. The budget calls for a reduced local tax levy from 2012 levels of 3/10 of a cent. For the average home assessed at $750,000, this would mean a tax decrease of $25.50. The 2012 tax rate was at 28.8 cents per $100 of assessed value, for a total average municipal tax of $2,152. If the committee votes to approve the budget as proposed, that amount will fall to 28.5 cents per $100. The amount to be raised by taxes in 2013 will be $8,574,639. The Chatham Borough Council will vote on an ordinance establishing a cap bank as part of the 2013 municipal budget. The cap is the difference between the maximum allowable amount the borough could possibly raise taxes and the amount they actually raise taxes. Under the new budget guidelines passed by Gov. Chris Christie and the state legislature in 2009, the borough can establish a banked cap for that difference and potentially draw on it in the next three years without requiring a vote on the budget. If the ordinance passes, the cap bank will go into effect for the 2013 budget. People with plots or waiting for plots in the community garden said PSE&G was dishonest in their communications.
Outrage, disgust and disbelief were among the emotions expressed at the Tuesday night meeting of the Chatham Borough Community Garden Committee, gardeners and those on the waiting list for garden plots. Gardeners learned recently PSE&G had revoked the lease agreement for the community garden due to safety concerns for the new monopoles which were installed as part of their North Central Reliability Project. The Community Garden started leasing land from PSE&G near the intersection of Main Street and Division Avenue to create and open the garden in 2009. Utility company cited safety concerns with new monopoles as their reason for ending the lease.
The Chatham Borough Community Garden will close this year due to PSE&G terminating its lease for the land. PSE&G representatives said there are safety concerns with respect to the new monopole erected near the garden, which can be seen on the north side of Kings Road east of Division Avenue. A letter sent to gardeners from Julia Callahan of the Community Garden Committee said in part, "PSE&G engineers have determined the distance of safe space from the new monopoles to our community garden be outside a radius of 130 feet. This is far greater than previous reports and, unfortunately, the location of our garden is severely compromised by these new regulations." Individuals should be wary of someone calling from the "disconnect collection department."
Public Service Electric & Gas is alerting its customers to a scam involving pre-paid debt cards. A Spanish-speaking individual pretending to be a PSE&G employee will call a customer saying they work for the company’s “disconnect collection department,” the company said in a press release Tuesday. The person tells the customer that they have an overdue balance and their service will be shut off that day unless they pay their balance using a prepaid debit card. Customers are told to purchase a Green Dot Money Pak card and put a balance on it and provide the cashier with the phone number of the person who called them. After the customer provides PSE&G with the card number, the scammer transfers the funds to a prepaid card and cashes it in at …

Two months after New Jersey residents recovered from flooding and damage caused by 2011's Hurricane Irene, the area was hit with a severe winter storm. The storm's snowfall piled more than a foot deep in many areas, and the heavy, wet precipitation snapped tree limbs and utility poles, causing massive power outages that in some cases took a week to repair. And on the anniversary of that storm, New Jersey is facing a potentially more dangerous storm: Hurricane Sandy, which has already claimed lives in the Carribean and is currently forecast to reach the area Monday morning—just in time to collide with a possible winter storm.
