Chatham Borough Administrator Robert Falzarano will give a presentation on the proposed 2013 budget at the council meeting Monday night. Chatham Borough Councilman James Lonergan previously predicted a tax rate increase of between 1.5 and 2.5 percent, caused mostly by declines in the tax base, in state aid and in the reserve for uncollected taxes. "We've tried to make up the difference," Lonergan said. An ordinance that would bring changes to Chatham Borough's lighting code will likely be withdrawn or voted down when it appears for second reading at Monday's council meeting. "It's already gone through first reading," Mayor Bruce Harris said, but there are some outstanding comments regarding technical terms. Borough Engineer Vincent J. DeNave said he and the borough's professional planner, Susan Blickstein, discussed the ordinance in some detail after it passed the first reading. "She provided me with six comments to the ordinance, and some are pretty important. ... I don't think we hit the mark there," DeNave said. Superintendent Jim O'Neill said the Board of Education has a "vested" interest in the case.
School Superintendent Jim O’Neill updated the Board of Education of the School District of the Chathams on the ongoing lawsuit over Cougar Field. A hearing has been set for Feb. 21 before the same judge who heard a case regarding Cougar Field in 2008. Morris County Superior Court Judge W. Hunt Dumont will hear the case, filed by Madison residents calling themselves the Cougar Field Neighborhood Preservation Association, and the Borough of Madison on Aug. 6. The suit names Chatham Township as the defendant and alleges that a lighting ordinance adopted at a Township Committee meeting on June 24, 2010 was established solely to help the School District of the Chathams and the Chatham High School Athletic Boosters place lights at Cougar Field. …

Litigation now in hands of judge who heard 2008 Cougar Field case.
The Borough of Madison's motion to intervene in a lawsuit against Chatham Township over its recently adopted lighting ordinance has been granted by the same judge who heard a case regarding Cougar Field in 2008. Morris County Superior Court Judge W. Hunt Dumont will now hear the case after it had been on the desk of another judge following a suit filed by a group of Madison residents. The residents call themselves the Cougar Field Neighborhood Preservation Association, and the suit names Chatham Township as the defendant.
