River Road Makeover Eyed By Borough Officials

Changes could also come to other industrial districts in Chatham Borough.

Residents, business tenants and land owners could soon see changes to the area along River Road in Chatham Borough. "We have riverfront property down there, which is extremely valuable," Councilman James Collander said in the Nov. 26 Chatham Borough Council meeting. "We're not getting our full use out of that. The area between River Road and the Passaic River from Watchung Avenue to Stanley Park is one of the borough's "M" districts, that is, parts of town zoned for industrial businesses. Other M districts include the north side of Watchung Avenue east of the rail overpass, including Commerce Street, and the lots along North Passaic Avenue north of Rutgers Street. Gambling Addiction Center Changes Inn's Use, Judge Rules

Morris County judge also denies application for sixth amendment to lawsuit and Tricare's motion for protective order.

Several rulings on pretrial motions in Tricare Treatment Services' lawsuit against Chatham Borough came down Tuesday, mostly in favor of the borough. The most significant ruling by Judge David B. Rand, sitting in Morristown, was that the borough's Zoning Board of Adjustment made an "appropriate" decision in March 2010 when it ruled that Tricare wanted to extend, not continue, a preexisting nonconforming use at the Parrot Mill Inn. As an inn, Rand said, "the facility was open to the general public where rooms were made available and breakfast was served." Tricare's application to the Chatham Borough Planning Board to use the building as a treatment facility for compulsive gamblers "fundamentally changed the nonconforming use," Rand said. "…

Frozen Yogurt Coming to Chatham in the Fall

Planning Board approves application, owners said they hope to open by Oct. 1.

The Chatham Borough Planning Board unanimously approved an application for a site plan waiver Wednesday, paving the way for a new frozen yogurt shop to move into the empty storefront at 258 Main St. Owners Cindy LaSalle and Arlene and Jeffrey Burnett of Berkeley Business Concepts, LLC plan to open their first frozen yogurt shop in the empty storefront at the intersection of Main Street and Center Street. The name of the business will be Yo Lotta Luv. LaSalle's husband, Anthony LaSalle, offered testimony to the Planning Board on the business's layout and plan. Frozen Yogurt Shop Could Come to Main Street

The Chatham Borough Planning Board will hear the application Wednesday.

The Chatham Borough Planning Board plans to hear an application from Berkeley Business Concepts, LLC to place a new frozen yogurt shop in a storefront at the intersection of Main Street and Center Street. According to Chatham Borough Engineer Vincent J. DeNave, the application will need a parking variance if they wish to have seating for more than six customers. A full site plan is required for the application, DeNave said at the April 18 Planning Board meeting. The storefront, located at 258 Main St., is next to Main Cleaners and across from Powerflow Yoga, in the heart of downtown Chatham. Gerry's, a women's clothing and accessory store, used to be in the space, but it has been empty since 2010. The space has recently been renovated in …

KinderCare Files Application for Parrot Mill Inn

The Planning Board will hear the application for the first time on Nov. 2.

Chatham Borough Planning Board President Richard Crater announced Wednesday that KinderCare Learning Centers filed an application to open a new center in the Parrot Mill Inn. The application comes nearly two years after the Planning Board unanimously approved an application from Michael Osborne, owner of Tricare Treatment Services, to turn the historic building into a gambling addiction treatment facility. The board then revoked their approval in May 2010 after the Zoning Board of Adjustment decided in March that a gambling addiction treatment facility would not be allowed to be placed in the inn, since it did not represent a continued use of the property. In her first meeting as planner, Susan Blickstein discussed points she had made across two memos to board members. In the memos, Blickstein analyzed the result of a 2009 study of Chatham’s six business zones and then offered her suggestions. Board members had decided last year that the study, executed by the Taylor Design Group, would be put aside until a planner was hired. Retail Services, Trade Distinction to Continue in Borough

The Planning Board reviewed suggestions from the professional planner about possible alterations to the borough's B-1 zone.

Susan Blickstein, the new professional planner to the Planning Board, presented a memo at the board meeting Wednesday night with her comments and suggestions for improvements to the borough's business districts. Blickstein asked that the board consider whether the board wanted to alter the definition of retail services to include retail trade or sales as well. The current definition of a retail services business is, from Blickstein's memo, an "establishment providing services, as opposed to products, to the general public." It includes, but is not limited to, real estate agencies, travel agencies, insurance agencies, social services, financial agencies and health and education services.
