Board of Education Reorganizes Monday

Board will approve annual appointments, 2012-13 budget and election results.

The Board of Education of the School District of the Chathams meets Monday for their annual reorganization meeting. Incumbents Thomas Belding, Al Burgunder and Lata Kenney will be sworn in, each for a three-year term. The board will also vote on whether or not to approve the results from the Tuesday, April 17 election, when the residents approved a 2.30 percent tax levy increase. The 2012-13 budget totals $60,943,789 with a tax levy of $54,005,100. The 2012-13 budget will use $157.978.08 of the banked cap, leaving $517,408.92 for the district to draw on within the next two years. Under 15% of Voters Cast Ballots in School Election

Fewer than 2,000 voters came to the polls.

The School District of the Chathams revealed Wednesday that only 14.21 percent of eligible voters from Chatham Borough and Chatham Township cast ballots in the school election Tuesday. In 2011, more than 19 percent of registered voters cast ballots in the school election. That year, the budget passed with 66.62 percent of the vote, despite a controversial construction proposal that expanded the parking lot at Chatham High School. Looking a year further back, as voter turn-out falls, the margin by which the budget passes rises. In 2010, about 30 percent of voters went to the polls, and the budget passed by 58 percent. I don't think they counted people voting with a moving van...what are there 100 homes on the market in town right now? It's like the plague hit. Counting on apathy to pass your school budgets works until it doesn't. Five years ago, I practically couldn't escape people telling me how great the schools were. Now, not so much.   more ›

School Budget Passes with 67.5 Percent

Tom Belding said the result "is in the best interest of the town[s]."

The School District of the Chathams' 2012-13 school budget has passed with 67.5 percent of the vote. Board of Education incumbents Thomas Belding, Al Burgunder and Lata Kenney were each re-elected to their seats, closing an unopposed election. Belding will represent Chatham Borough, and Burgunder and Kenney Chatham Township, for another three years. Twenty-three township residents cast mail-in ballots, 22 in favor of the budget and one against. Kenney earned 18 mail-in votes and Burgunder earned 15. There are a total of 13,387 registered voters in the Chathams, 5,862 in the borough and 7,525 in the township.   Turnout was uncharacteristically low. Polls opened at 2 p.m. for the School District of the Chathams' 2012-13 budget elections, and through 5 p.m. turnout was steady, but light, with few lines for checking in or voting machines. Chatham Borough residents vote at Chatham Middle School, and Chatham Township residents vote at Chatham High School. Polls remain open until 9 p.m. With uncontested races for the Board of Education, incumbents Lata Kenney, Al Burgunder and Tom Belding can be assured of keeping their seats for another three years. The real question Tuesday is whether the budget will pass. The 2012-13 budget includes a tax levy of 2.30 percent for all residents of the Chathams. Chatham residents can make their voices heard in the polls Tuesday, when they can vote on their representatives to the Board of Education, and on the 2012-13 school budget. Before you head out to vote, here are some things you need to know: When and where can I vote? Polls open at 2 p.m. and remain open until 9 p.m. Chatham Borough residents over 18 who have registered to vote may do so at Chatham Middle School. Chatham BOE Meets on Eve of School Elections

Board will hear a report on the 2012-13 school year budget before residents go to vote. The meeting will take place at Chatham Middle School.

The Board of Education holds one final meeting before Chathamites head to the polls Tuesday to vote on the school budget. The budget, as approved by the board, includes a 2.30 percent tax levy increase for Chatham Borough and Chatham Township residents. The increase means an additional $307.34 for borough residents, or $25.61 per month, and $121.71 each year, or $10.14 each month, for township residents. Funds over the two percent tax levy cap will be drawn from the district's capped banking from past years. By not taxing the maximum allowable levy increase from year to year, the district can draw on those funds in years when they do not have as many exceptions from the cap. School Budget Tax Levy Rises to 2.3%

By using funds from 2011-12 banked cap, the district can hire a new second grade teacher at Southern Boulevard School.

The Board of Education unanimously approved the 2012-13 school budget with a tax levy increase of 2.3 percent over 2011-12. This increase uses allowable funds from last year's banked cap, which raise the tax levy increase over 2 percent without requiring a second vote by residents. At the March 12 board meeting, Assistant Superintendent Michael LaSusa and the Finance Committee recommended a tax levy increase of 2.16 percent. By raising the tax levy to 2.30, the board will be able to authorize an additional second grade teacher at Southern Boulevard School. School Budget Up for Final Approval

The Finance Committee recommends a tax levy increase of 2.16 percent over 2011.

The Board of Education will vote on sending the 2012-13 school budget to voters with a 2.16 tax levy increase over last year. The increase includes $81,978 of banked cap available from the 2011-12 budget, which the board can use without requiring a second vote from the public. At this incease, the annual Chatham Borough household will see a monthy tax increase of $24.17 and an annual increase of $290.08. The average Chatham Township household will see taxes increase $9.45 each month and $113.43 over the year. The budget also includes $914,907 in capital outlay, including $405,442 for additional equipment, $242,459 for construction and $267,006 for the capital reserve. Poll Hours, Date Set for School Elections

Election notices will be posted throughout the Chathams.

The Board of Education of the School District of the Chathams has approved dates, hours and locations for the April school elections. All polls will be open from 2 to 9 p.m. on Tuesday, April 17. Chatham Borough residents will vote at Chatham Middle School in the upper gym, and Chatham Township residents will vote at Chatham High School in the C gym. Three sitting board members met the filing deadline on Feb. 27, and no other challengers filed to run for the board. Thomas Belding, the current board president, will run to represent the borough on the board. Lata Kenny and Al Burgunder will run from Chatham Township. Each position on the board runs for three years. Eligible voters have until March 27 to register to vote the school election. …

School Board Lowers Tax Levy to 2.16 Percent

Residents at public hearing wonder if cuts have gone too far.

Assistant Superintendent Michael LaSusa discussed the details of an amended budget for the 2012-13 school year Monday during the Board of Education's open hearing. LaSusa said the budget has been amended to a lower tax levy increase, from 2.25 percent at the Feb. 27 meeting to 2.16 percent as of March 12, in part because of one less staffing request at Lafayette Avenue School. At this incease, the annual Chatham Borough household will see a monthy tax increase of $24.17 and an annual increase of $290.08. The average Chatham Township household will see taxes increase $9.45 each month and $113.43 over the year. Agreed - an excessive expenditure. Also, it's amazing that with total expenditures down and state aid up by a significant amount compared to thh 2011-12 budget, taxes still need to go up by 2.16%, due to the absence of a capital fund withdrawal. I find it hard to believe that pencils couldnt' be sharpened a bit more, starting with $300k for security cameras.   more ›
