Construction Recycling Documents Up for Review

The agenda for Monday's Chatham Borough Council meeting also includes one proclamation honoring public safety officer and a second discouraging underage drinking.

Documents delegating the recycling of at least 50 percent of materials generated from construction and demolition projects is up for approval in Monday.

The ordinance passed at the April 23 borough council meeting and applies to remodels, additions or alterations worth over $50,000. It excludes single-family and duplex residences.

The resolution up for vote Monday will create official documentation for the Waste Reduction and Recycling Plan form, the Construction and Demolition Summary Report form, Construction, Demolition Debris Conversion Worksheet and other general instructions required under the ordinance.

Councilman Len Resto said examples of recyclable material from construction sites would include "asphault, ... concrete, wood, any fixtures, metals, et cetera. ...

"We're starting at 50 percent to see how that works," Resto said. "Most of the larger contractors are doing this already, so this shouldn't be a difficult thing for them to do."

Under the ordinance, contractors must file a Waste Reduction Recycling Plan with the borough before beginning a project. When the project is completed, the contractor must submit documentation proving the recycling requirement.

Acceptable documentation includes receipts from recycling facilities and a summary report specifying the quantity of material generated and how much was diverted for recycling or otherwise disposed of.

The ordinance will help the borough meet the state and county Solid Waste Management Plans, which require for at least 60 percent of all solid waste and 50 percent of municipal solid waste generated by the borough to be recycled.

Proclamations

Two proclamations are listed on the agenda for Monday's meeting.

The first is for Peace Officers Memorial Day and Police Week, which "honor[s] the discipline and distinction our peace officers have shown in conditions we can only imagine."

The proclamation names Tuesday, May 15 as Peace Officers Memorial Day and the week of May 13 as Police Week. It also asks residents to fly their flags at half-mast Tuesday in memory of public safety officers who have fallen in the line of duty.

The second proclamation names the weeks between May 23 and June 30 "Parents Who Host Lose The Most" Month.

By making this proclamation, the borough "discourages the use of alcohol by those below the legal age of consumption but also exhorts all residents of the Borough of Chatham to refuse to provide alcoholic beverages to those underage youth[s]."
