Borough's CFO to Resign in February

The Chatham Borough Council will vote on a resolution approving Tammie Kopin's resignation Monday evening.

Tammie Kopin, the borough's chief financial officer, has submitted a letter of resignation for approval by the Council. The resignation is effective Friday, Feb. 3.

As CFO, Kopin's duties included managing the borough's finances. She presented the municipal budget to the council each year and answered any questions on major financial decisions, such as when the council approved the sale of over $6 million in bonds in July 2011.

In addition to voting on Kopin's letter of resignation, the council will also vote on resolutions appointing Michael Mariniello as s temporary financial analyst "until a permanent chief financial officer is hired," Borough Administrator Robert Falzarano said. Mariniello will be paid $30 per hour.

Other appointments to fill Kopin's vacancy are Jersey Professional Management, which will provide financial management consulting, and Tyrina Milian, who will run the employee payroll system, Falzarano said.

The contract for Jersey Professional Management, if approved, will be awarded without going out to public bidding under the requirements of N.J.S.A. 19:44A-20.5. The company, Falzarano said, "is registered with the State of New Jersey as both an Executive Recruiter and Temporary Employee Consulting Service."

Another resolution will allow checks, drafts or transfers to be signed by three of six possible signatories in the wake of Kopin's resignation. Such banking drafts must be signed by:

  • Mayor Bruce Harris or Council President James Lonergan;
  • Falzarano or Vincent J. DeNave, the borough engineer;
  • Mariniello or Anne Mandal, the accounts payable clerk.

Another resolution will appoint Mariniello as an employee sponsor for the borough's deferred compensation plan for 2012.

Harris said the borough may likely wait to find a permanent replacement for Kopin until after the 2012 budget is approved. "After that, we'll see," Harris said. "The council hasn't really discussed this yet."

Kopin did not immediately respond to requests for comments on her resignation.
