Parking fees apparently optional....

As a timely payer of my annual fees for the Boro parking lots, it's disconcerting to see the same car (or two) at Lot 8 every day, day in and day out weekdays and week nights , Saturdays and Sundays..with no parking permit (apparently local residents or business proprietors...same cars(s) for over 2 years. ) So naturally, when parking this morning, it was disappointing to see that the same (or two) non permitted vehicle(s) parked in the freshly snow plowed spots while I, and other permitted parkers had to lobby for the unplowed spots that the non permitted vehicle(s) had just moved out of. Now I know that the police have better things to do than roam the lots ticketing violators. I truly mean that. But  it was bad enough that the busy plow operators never got back to plow the previously occupied spaces, and as a person who has paid the annual fee for 3 years now, it is simply irritating that people use the lot for their full time parking spot yet do not pay for it, weather through fees or a summons....
